@user_niErGkjXvutQySPI It should've been working from level 1, just the upgrade requirement for the area based on the list i gave in the description, might be there is some wuling aic plan you haven't unlocked yet

What level region do I need to unlock all the facilities above? I have reached level 5 but it still doesn't work.
